1. For the record there has been a “Dogmeat” in every mainline Fallout game except New Vegas.
   It isn’t the same dog, except in Fallout 1 and 2, but there is one you can find to follow you around as a companion in each of them.

2. I think Lucy is doing her best to be just, but barring a redemption arc for Hank, she might find out that he is simply behind too much evil stuff to not want him dead or to let Cooper kill him.
