   1. They finished watching Clone Wars before they started watching Rebels, they’re just releasing the episodes once a week

2. Rick is right to point out the abject lack of Republic state capacity. Any competent or able government would have easily processed them through a robust social welfare system. Its a pretty poignant indictment of the Republic as its at the brink of collapse.
