Actually, as far as I know, there weren’t any budget issues. Rather, the issue was time. Also, Hideaki Anno was really suffering from depression by this point in production, and it seriously affected his work on this show. The movie was planned. Evangelion was a juggernaut of an anime.
So, in a sense, this was part of the intended ending. End of Evangelion is the other part. While it’s not really known how much of the animation is “unfinished”, I do believe it actually adds to the episodes’ meaning overall.
Just some clarification on what the guys and others have said (I left this in the YT comments too):
According to Anno, this was and also was not the intended ending, but one he felt satisfied with all the same. However, if I’m remembering correctly, there was always going to be a film following the series. He wasn’t forced in any way and contrary to popular belief, the Japanese fan base actually responded favorably to the final two episodes. Eva won the “Best Loved Series” award at the Anime Grand Prix in 1995 and 1996, both before and after the finale. Of course, there was some negative backlash, which led to the perceived aggression towards the viewer in the movie.
Around episode 15 or so, he scrapped his outline of the story entirely, and the death run of Eva’s week-to-week production really went into full effect. Up to episode #24, the series is an absolute triumph in weekly storytelling, but problems arose at the finish line. He wrote an ending, but two TV-length episodes wasn’t enough time to tell his story. Thus, we got the Episodes #25 and #26 that we know and love, while The End of Evangelion then went back to the ending he wrote and once again told the story of the two episodes but from a different perspective.
Despite popular theory, there were no budget issues in the making of Evangelion. It had already made an evazillion dollars in profit by the time they reached the ending. Anno could’ve blown all the money he wanted. The problem was a lack of time.
It’s always bothered me a little bit when people claim that one ending is better than the other when, for all intents and purposes, they’re the same ending. The two sides really come together to form a masterful finale.
This was amazing, and yea the End of evangelion was pretty much a Middle Finger to all the people who send him death threats who hated the anime ending, and I feel the other movies are simply a more mature way to explain his ending.
Ps : If you keep watching all the movies; all will be explained. The anime ending was also for a long time my favourite ending, but after all the movies, the end after the end of eva, its perfect.
Seeing Rick crying in the thumbnail while the other guys have a look of “what even just happened” is a perfect microcosm of what it’s like to be a first time Eva viewer vs doing a re-watch.

Evangelion was so confusing first time around but after many re-watches it holds a special place in my heart.
