To clarify, Naruto did NOT teleport, that was just how fast his speed is now using body flicker, which is the basic jutsu that every ninja uses to go faster and make those streaks when they’re dashing around. Minato’s jutsu is unique because it is just teleportation to the tag, has nothing to do with his actual reaction/combat speed he is actually teleporting instantly across the space.
